This construction removes agency. Somebody does the hoping, usually the person saying or writing, and that somebody gets obscured unnecessarily by this construction. Removing agency is a classical propaganda tactic that has no place in ordinary conversation.
"Hopefully" is an adverb. If the sentence would sound really weird with "expectantly" or "merrily." in the same place, "hopefully" doesn't fit there either.
